The CCURE 9000 Access Control plugin 3.8.0 includes the following known issues.

If the configured offline grace period is shorter
than the time it takes for the plugin to synchronize on reconnection to the CCURE 9000 system, then all events are flagged as offline events.
This means that event-to-actions are not triggered. The events are recorded in the
database and are available for reporting.
Workaround: Set a grace
period that equals the period you want plus the average duration of a
synchronization.
