No; the Genetec Web App is primarily used to access Security Center platform. It does not require a Security Center SaaS subscription.
For operator tasks, Security Center SaaS has its own web application, called Operation. Although some features might be different depending on which product your system uses, both Security Center and Security Center SaaS users can use their respective web applications as a lightweight interfaces for basic monitoring and investigating capabilities.
