Configuring MPEG-4 video streams of OTN MVIDIPv4 units - Security Center 5.10.1.0

Due to specific OTN MVIDIPv4 unit behavior, additional configuration steps are required to properly receive and decode the MPEG-4 video stream in Security Center.

1. Disable IGMPv3 support.
2. Enable the MPEG-4 start code lookup offset.
