The Honeywell Galaxy intrusion panel extension 3.1 includes the following known limitations.

during synchronization, Pull the users from the panel using the
Users page in Config Tool, even if the users have no PINs
defined on the Honeywell RSS. If you add or remove a tag from a user in the
Honeywell RSS, pull all users from within Config Tool.
